Italy - The reform of Technical and Vocational Education at the heart of the debate: a comparison on the development of the vocational chain and the 4+2 model

(ANS - Rome) - Over 2.1 billion euro will be invested in 2023 for training and labour policies, of which 70%, 1.4 billion, will be earmarked for vocational training and 30%, 640 million, for active labour policies. These are the figures that will be presented next Thursday, 14 November 2024, at the ‘Sala Zuccari’ at Palazzo Giustiniani in Rome, during the annual seminar organised by the Centro Nazionale Opere Salesiane-Formazione e Aggiornamento Professionale (CNOS-FAP) and the PTSCLAS consultancy firm ‘on vocational training and employment policies.

The event, which will be held from 9.30 a.m. to 1 p.m., will focus the debate on the recent Law no. 121/2024 on the reform of the technological-professional supply chain and the ‘4+2’ model, and will be attended by institutional representatives and experts in the sector.

A test of the reform, which will involve 176 institutes for a total of 201 training chains, represents a concrete response to the challenges posed by the National ‘Industry 4.0’ Plan and the growing automation of the labour market.

‘In a context where digital transformation is rapidly making many traditional skills obsolete, the reform represents a strategic opportunity to align training with the real needs of the labour market,’ says Fr Giuliano Giacomazzi, Director General of CNOS-FAP, who will open the conference.

Sara Frontini, from PTSCLAS, will present the 2023 data of the Observatory on Active Labour and Training Policies, highlighting how 250 regional notices were published during the year, 182 of which concerning training policies. ‘The analysis shows a significant investment in ordinal training, which absorbed 74 per cent of the allocated resources, amounting to around EUR 1.1 billion,’ Frontini anticipates.

Mattia Dolci, from PTSCLAS, will instead explore the topic of the Italian Vocational Education and Training (VET) system in the European context: ‘Despite the growing interest in vocational education, VET training provision in Italy still remains limited compared to other OECD countries. The new reform, by introducing integrated training chains, is an important step towards bridging this gap'.

The discussion, moderated by Gianni Bocchieri, an expert in training and labour policies, will be attended by leading figures in the sector, including Natale Forlani (President INAPP), Carmela Palumbo (Head of Department MIM), Massimo Temussi (Director General Ministry of Labour), Paola Nicastro (President and CEO of ‘Sviluppo Lavoro Italia SpA’) and representatives of the Lombardy Region, Paolo Mora (DG Training and Employment), the Marche Region, Massimo Rocchi (Head of Professional Training, Guidance and Complex Crisis Areas Sector) and the Campania Region, Armida Filippelli (Councillor for Professional Training). At the centre of the discussion will be the implementation of the ‘4+2’ model and its impact on the Italian vocational training system.

The morning will end with speeches by various operators in the system - Alessandro Chiorri (CNOS-FAP Lazio), Roberto Sella (ITS Academy ‘Angelo Rizzoli’) and Alfonso Balsamo (Confindustria) - who will address the operational aspects of the reform and the opportunities for the production world.

The conclusions of the event, promoted at the initiative of Senator Matteo Gelmetti, will be entrusted to Paola Vacchina, President of FORMA, the association of National Bodies involved in Vocational Training.
