Mons. Biord Castillo was born on October 23, 1962, in San Antonio de los Altos, Venezuela. He took his first vows in his hometown on September 7, 1980, and his perpetual vows on September 13, 1987, in Rome, where he completed his theological studies. He was ordained a priest on July 15, 1989, in San Antonio de los Altos.
He earned a Licentiate in Theology from the Pontifical Salesian University in Rome and a Doctorate in Theology from the Pontifical Gregorian University in Rome.
In his pastoral ministry, he has served as parochial vicar in Los Teques; Rector of the Maria Auxiliadora Sanctuary in Güiripa; professor of theology and philosophy in various institutes and in the Caracas Seminary; Rector of the Salesian University Institute P. Ojeda (IUSPO) in Los Teques; Secretary of the Theological-Pastoral Commission of the Plenary Council of Venezuela; Consultant to the Episcopal Commission of Doctrine and the Association of Catholic Education (AVEC); National Director of Youth and Work; Provincial Delegate for Formation; Head of the "School of Formation Together Salesians and Lay People"; and Provincial Vicar of the Salesians of Venezuela.
He was appointed Bishop of La Guaira on November 30, 2013, and received episcopal ordination on February 8, 2014.
